Australian citizenship – other situations (Form 1290): For those migrants who suffer from substantial physical and mental impairment.
Australian citizenship by decent (Form 118): For those who were born overseas to an Australian parent.
In addition, every person who is applying for Australian citizenship also needs to fill and lodge the Form 1195 – Identity Declaration.

Paper Application Form
If you are applying under one of the following category then you need to apply through paper application:
Australian Citizenship by adoption (Form 1272): For those who have been adopted by an Australian citizen in accordance with the Hague Convention on Inter-country Adoption.
Resuming your Australian citizenship (Form 132): For those who have lost or gave up their Australian citizenship in past and want to resume it.
In addition, people who are uncertain of their Australian citizenship, or have a proof that they were once Australian citizens, can Applying for Australia Citizenship through paper application-Form 119.
The Australian Government also offers Form-1391, for those who are children or grandchildren of a deceased Australian citizen.
